The 9-1-1 Center received multiple calls about a man bleeding out in the roadway. Officers found him, “lying in the roadway suffering from severe lacerations to his arm and bleeding profusely with a female that was trying to use her belt as a tourniquet.” He was rushed to UT Medical Center for treatment there’s no word on his condition.
Investigators say the man was under the influence and jumping in front of cars on Rowan Road. A teen driver stopped. Officials say the man started attacking the vehicle and broke through the passenger side window, slicing his arms.
The teen drove away but called police and waited for them. The juvenile was described as distraught, but unharmed.
Officials say the man had warrants out of Knox County and charges are pending.
